Now, I know that there are a few plugins out there that deliver scrum type of project management, but I think that Scrum or Kanban are popular enough methodologies that redmine could adopt it and implement it into the redmine system. It would be something that could be set on or off as there are some projects that don't need the overhead of scrum.

As you noted there are already a bunch of plugins that do this and do this *very well* (redmine_scrum or redmine_backlogs for instance).
IMHO adding it in redmine core would add too much maintenance overhead, as there are not many active contributors and I personnally think we already did this mistake on several other features (openid, time tracking, ...), but that's only my opinion and may not reflect other contributors' one.
tl;dr: I'd prefer a small core with solid plugins around.
