Currently custom field type List can be defined with set of values, and that set of values is used by +all projects+ that have that field enabled.
I propose to define new custom field type, similar to List type that should have possibility to have +different set of values+ for +different projects+.
Only with this functionality, issue #25043 brings great enhancement to serious multiproject environments.
