The user should have the ability to request membership of private projects, so that the admin or manager only have to review the application
and to decide whether he or she can join the project.

The target version field has to be set when it will *actually* part of the target release.

This is incompatible with current meaning of private project, which are more "hidden" than private. You should requalifing your feature request to ask tree level of project:
* public
* hidden (which is the current "private")
* private (can see the name and description of project, can request membership, but can't see anything more since admin don't give rights)
