I have asked for a way to prefix the New Issue Area with a supplemental text, but the "answer":/boards/2/topics/show/2763 on the forum has been as i expected to hack Redmine so I would suggest to make it possible to configure on a project base a supplemental text before the Tracker area on the New Issue page. May be should call it a Hint-Message with different color like here on http://www.redmine.org too. That would be great.

I don't know if this is still useful?
You can search or categorize tickets by their projects in combination of tracker anyway. So I don't see the use case for this feature?
