未完了add a 'poke' button to issues

Rather than doing an update with a message like "please update" having a poke button that would send a canned message to the assignee, or anyone else that would get an update from a transaction on the issue, would be handy.
e.g.
Issue #227: "issue title" requires your attention -

I don't think having the poke recorded in the activity is needed, but could be considered.

Check out Eric Davis' "Question plugin":https://github.com/edavis10/question_plugin which provides functionality which is slightly similar (although it still requires an issue update).
