I hope to add a view hook just after top-menu.
(E.g. Using view hook just after top-menu is enabled to show all users site-wide message, such as maintenance information.)

Now I made a little plugin named "Banner":http://www.redmine.org/plugins/redmine_banner.
Since this plugin need to show message just after top-menu, I've override base.rhtml in my plugin.
But this workaround is not pretty good because it may happen something conflict or trouble on latest redmine.
I hope my request will be accepted.
