完了Simplified Chinese translations for 1.3-stable

I find some strings are not localized while exporting some issues to cvs file.
I checked out the zh.yml in branch 1.3 and find that last several lines are still English (ln. 1005-1010).
So I translate them here. Hope someone can help to make a patch. Thanks!

setting_repositories_encodings: 附件和版本库编码
description_all_columns: 所有列
button_export: 导出
