- Create new issue
- Attach a file
- Press "Submit" button
In notification email i can't see any links to attachments
But if i try update existing issue and attach file to it - i see a link to it in notifiaction email

Not a defect but the expected behavior.
Closing it as the feature has been requested multiple times already, see #3760.
