It would be very nice, if I can configure custom fields so, that other users can add values while they are creating new issues.
Like we can just do it with issue-categories.

+1 - it would be perfect to have possibility for List custom value with multiple values - to be edited by users (values per specific project or project tree) (maybe similarly as issue category with role permission "manage issue categories", but with multiple values.
