I think this would be really useful, rather than having to physically remove files from the server.
In fact, the whole plugin install, Redmine upgrade process is rather prehistoric and needs serious consideration.

I would see the possibility of deactivating plugins not only as a global administration solution, it would be much more effective if the activation for user roles could be (de) activated
