Redmine's email notifications do not have wiki formatting on custom fields. The description is formatted, so for example lists are bulleted or numbered, but any custom long text fields which have "text formatting" checked are still sent as plain text (i.e. as the user typed it)

Added screenshot of the email. The three highlighted fields are custom fields, long text, "Text formatting" is checked. Below them, you can see the description picks up formatting commands like bullet points.
