Some users claims #16535 broke Outlook (#20466).
I reverted r14300 in 3.1-stable r14539.
This issue is for version:3.2.0.

Inline styles won't solve the problems on Outlook. Outlook still uses the Word html parser, and max-width is not supported on 2007/2010/2013 and even not on 2016. You can see all supported css properties here: https://www.campaignmonitor.com/css/
