"Jump to project" drop down is not displayed when the user does not belong to any project. But I think it should be always displayed.
In upcoming Redmine 3.4.0, the drop-down will have two new feature, incremental search and "all projects" link (#23310). These features are very useful even if the user does not belong to any project, so the drop-down should be always displayed.
