Issue: Modifications on comments in tickets are not tracked with respect to changes
steps to reproduce:
- make a comment to an issue
- verify, that the comment has been noted as a Change
- modify your comment
- verify, that the change been applied, but not tracked as a change

Indeed, notes changes are not saved in the history for now.
I'm closing this in favour of #12388.
